Accessibility and universal design should be considered in building codes, particularly in the aftermath of a disaster when building back better, to ensure that new resilient construction does not create barriers for persons with disabilities or older persons.
Building standards should contribute to lower everyone’s exposure to risk in the event of a disaster (e.g., creating wide evacuation routes, covering open manholes, removing tripping hazards on roads and footpaths, and posting written and pictorial routes to assembly points).
For example, earthquake resilient schools should be designed in such a way that evacuation is easy for all children and teachers, including those who are blind (good signage and tactile routes) or have a physical disability (quick evacuation on ground level or via ramps [hyperlink to ‘ramp’]). Safe spaces inside the building should be designed to be accessible and large enough to move around in for children using a wheelchair.

Ensure the terms of reference of national Disaster Risk Reduction (DRR) platforms list persons from different at-risk groups as key stakeholders in DRR, specifically naming individual groups.
Ensure DRR platform members include Civil Society Organizations (CSOs) representing different at-risk groups, including Disabled People Organisations (DPOs), Older Peoples Organisations or Women's Organisations.
Facilitate the participation of DRR practitioners with disabilities in DRR platform activities. Ensure accessible venues, accessible communication and provision of specific individual assistance.
Ensure the materials developed by DRR platforms consider different at-risk gropus and use sensitive language.
Use DRR platforms to showcase good practices around inclusion different at-risk groups in DRR to influence DRR stakeholders at the national level (governments, donors, CSOs, UN agencies etc.) for increased recognition of inclusive DRR programming.
Promote the observation and celebration of international days related to inclusion within the DRR platform, like the international day of person with disabilities on December 3.
Ensure the mapping of DRR related resources (human, financial and material) recognises different at-risk groups and their needs. For example, mapping DRR actors who have expertise and actively promote inclusion in their DRR programming.

National frameworks

To identify relevant national frameworks, policies, laws and acts and ensure they consider the inclusion of different at-risk groups:

Consult with national level Civil Society Organisations (CSOs) representing different at-risk groups, including Disabled People Organisations (DPOs), Older Peoples Organisations or Women's Organisations.
Analyse national disaster prevention and mitigation policies to assess if they adequately consider the inclusion of different at-risk groups and are accessible and understandable for persons with different types of disabilities and people from different cultural backgrounds.
Facilitate and promote awareness among CSOs about national prevention and mitigation policies and frameworks.
Engage CSOs in the process of ensuring implementation of existing national frameworks.
Where national frameworks do not exist, facilitate linkages between CSOs with relevant government departments to ensure their needs and provisions are acknowledged and awareness of government officials and policy makers is raised.

International frameworks

International legal frameworks are vital tools for the inclusive implementation of disaster risk reduction, prevention and mitigation at the local level. They establish principles and standards that are the basis for assuring that the rights, inclusion and participation of persons from at-risk groups are protected, respected and fulfilled throughout local implementation of DRR initiatives.

The key international framework for the inclusive, local implementation of disaster risk reduction is the Sendai Framework for Disaster Risk Reduction 2015-2030, which states:

“Disaster risk reduction requires an all-of-society engagement and partnership. It also requires empowerment and inclusive, accessible and non-discriminatory participation, paying special attention to people disproportionately affected by disasters, especially the poorest. A gender, age, disability and cultural perspective should be integrated in all policies and practices, and women and youth leadership should be promoted.” (III. Guiding principles, 19.d)

“Disaster risk reduction requires a multi-hazard approach and inclusive risk-informed decision-making based on the open exchange and dissemination of disaggregated data, including by sex, age and disability, as well as on easily accessible, up-to-date, comprehensible, science-based, non-sensitive risk information, complemented by traditional knowledge.” (III. Guiding principles, 19.g)

“To make non-sensitive hazard-exposure, vulnerability, risk, disaster and loss-disaggregated information freely available and accessible, as appropriate.” (IV. Priorities for action, 24.e)

“...Empowering women and persons with disabilities to publicly lead and promote gender equitable and universally accessible response, recovery, rehabilitation and reconstruction approaches is key…” (IV. Priorities for action, 32.)

The Convention on the Rights of Persons with Disabilities (CRPD) (particularly Art. 11 on Situations of risk and humanitarian emergencies)
Convention on the Elimination of All Forms of Discrimination against Women
Convention on the Rights of the Child (particularly article 23)
Sustainable Development Goals (SDGs), particularly Goals 9 (industry, innovation and infrastructure), 11 (sustainable cities and communities) and 13 (climate action) with close linkages to inclusive disaster risk reduction.
